About CapitolRiver Council

CapitolRiver Council is one of the 17 district councils for the City of Saint Paul. CRC is a private, 501(c)3 non-profit organization that exists to engage residents, business owners, workers and property owners in issues and projects that affect downtown Saint Paul and the Capitol area.

News and FYIs

  • You are invited to attend the Ward 2 Annual Meeting, on Thursday, May 2, from 5:30-7 p.m. at Neighborhood House, 179 Robie Street. This event is coordinated by Councilmember Rebecca Noecker's office, and they would like to know if you are going to attend, so please RSVP.   

Meeting Schedule

All meetings are conducted via Zoom videoconference, unless otherwise noted.

All CRC meetings are open to the public. The following rules of procedure are used, so that everyone has a chance to participate: 

  • Turn off or silence cell phones.
  • Wait to be recognized by the meeting facilitator before speaking.
  • Only one person speaks at a time.
  • Keep comments brief.
  • Keep comments to the agenda item that is being discussed.
  • When you have given your opinion or asked a question, allow others time to give their opinion or ask a question before speaking again.
  • Avoid making personal attacks or using disrespectful or offensive language.

 

Tuesday, April 23, 2024: CRC Board of Directors Meeting, 5:15-6:45 p.m., Location is Osborn370, 4th Floor, Lake Superior Room.

  • The main purpose of this meeting is to invite people who want to learn more about our work. Learn about our committees and other ways that we engage members of our community in local government decision-making. Specific discussions will include:
    • Arts, Culture and Events Committee: This committee has not met for more than a year and is seeking new people who would like to discuss issues that affect artists and arts and cultural institutions. 
    • Development Review Committee: This committee also has not met recently and is seeking new people who would like to discuss issues related to economic development, housing, and planning and zoning. Specific projects on the horizon include Sears site redevelopment and Central Station block. This committee traditionally has led activities to engage small business owners and operators, and to work with City staff to create and update plans for downtown and the Capitol area. To better reflect the scope of this committee, we are considering changing the name to Community Development Committee.
    • National Night Out: We are planning an event on August 6, and we are seeking additional volunteers to help plan and coordinate.
    • Public Realm Committee: This committee meets monthly and asks questions and develops recommendations on a broad range of topics related to public spaces, such as crime prevention and response, pedestrian safety, park planning, parking, transit projects, transit station area planning, and transit safety.
    • Skyway Governance Advisory Committee: This committee meets monthly and discusses issues related to skyway access and safety, and makes recommendations on requests to temporarily or permanently change hours of operation.
