Skyway Governance Advisory Committee

The Skyway Governance Advisory Committee exists within the CapitolRiver Council as an advisory body to the City of Saint Paul and the City Council on issues and policies overseeing the operations and maintenance of the downtown Saint Paul skyway system including but not limited to its design, signage, and hours of operation, in an effort to uphold the skyway system’s purpose to enable safe pedestrian traffic while also contributing to the economic viability and aesthetic and cultural enrichment of the city as a focus of activity in the downtown area.

Members to this committee are appointed by the CapitolRiver Council Board of Directors to two-year terms.  The current members are:

2017-2018 terms: Peg Guilfoyle, Bill Hanley, Susan Thomas, Mark Jones

2016-2017 terms: Andy Flamm (chair), Ginny Harris, Bill Huepenbecker, Deb Verlo

The Committee meets monthly from 9 to 10:30 am in the 180 East 5th Street conference room on the skyway level (Conference Room B).

First Quarter Report and Summary of Recommendations

The Skyway Governance Advisory Committee held three well-attended meetings in the first quarter of 2017. In response we took several actions, including the approval of our first Summary of Recommendations, which will serve to guide our committee going forward. Following is a recap of our recent activities. With over a decade of observation and having listened to skyway users at our monthly meetings, we have developed the following summary of the challenges facing the skyway system and our recommendations for resolving those issues.
