Downtown Development Strategy

The Downtown Development Strategy is a 10-year policy plan initiated at the request of the CapitolRiver Council (the official citizen participation organization and planning organization representing downtown residents, businesses and institutions), and sponsored by the Saint Paul Planning Commission. The Strategy responds to the changing nature of downtown in five key areas: arts, culture and entertainment; living; working; movement; and public realm, parks and recreation. The Strategy is a part of the City Comprehensive Plan, and as such will guide future public and private land use and investment decisions.

Downtown St. Paul’s unique sense of place created by short walkable blocks, human-scale building facades, intact historic fabric, beautiful downtown parks and location on the Mississippi positions it well for challenges that lie ahead. The Downtown Development Strategy provides the vision and strategies to continue to strength downtown’s unique character and to flourish as a 21st century city.
